Summary:
The resolution authorizes the Intergovernmental Agreement (IGA) between the City of Colorado Springs, the City of Fountain, and the County of El Paso, Colorado, for the purpose of creating a regional Records Management System to improve data sharing among the respective law enforcement agencies. The regional database will facilitate the exchange of criminal justice data between the respective agencies and, therefore, will further enhance the safety, health, and welfare of the City's citizens.

Previous Council Action:
City Council previously approved an Intergovernmental Agreement between the City of Colorado Springs and the City of Fountain on June 6, 2012, when the Fountain Police Department (FPD) became the first regional partner to go live on the Colorado Springs Police Department's (CSPD) Records Management System (RMS). The attached IGA adds the El Paso County Sheriff's Office (EPSO) to the CSPD Records Management System, as well as updates the policies and procedures of the original Intergovernmental Agreement by establishing the Pikes Peak Regional Law Enforcement Records Management System.

Background:
As indicated above, the FPD became a partner agency with the CSPD in order to enhance the data sharing between the two departments. The CSPD hosted the FPD on its RMS, which was the first step toward a regional system. When Bill Elder became El Paso County Sheriff, he expressed an interest in becoming a partner in the RMS project for the purpose of greater efficiency and maximum access to regional criminal justice data for his department.
