A Resolution Adopting the Intergovernmental Agreement Establishing the Administration and Governance of the Pikes Peak Regional Law Enforcement Records Management System

  Summary:

The resolution authorizes the Intergovernmental Agreement (IGA) between the City of Colorado Springs, the City of Fountain, and the County of El Paso, Colorado, for the purpose of creating a regional Records Management System to improve data sharing among the respective law enforcement agencies.  The regional database will facilitate the exchange of criminal justice data between the respective agencies and, therefore, will further enhance the safety, health, and welfare of the City’s citizens. 

 

  Previous Council Action: 

City Council previously approved an Intergovernmental Agreement between the City of Colorado Springs and the City of Fountain on June 6, 2012, when the Fountain Police Department (FPD) became the first regional partner to go live on the Colorado Springs Police Department’s (CSPD) Records Management System (RMS).  The attached IGA adds the El Paso County Sheriff’s Office (EPSO) to the CSPD Records Management System, as well as updates the policies and procedures of the original Intergovernmental Agreement by establishing the Pikes Peak Regional Law Enforcement Records Management System.      

 

  Background:

As indicated above, the FPD became a partner agency with the CSPD in order to enhance the data sharing between the two departments.  The CSPD hosted the FPD on its RMS, which was the first step toward a regional system.  When Bill Elder became El Paso County Sheriff, he expressed an interest in becoming a partner in the RMS project for the purpose of greater efficiency and maximum access to regional criminal justice data for his department.  As a result, the EPSO contracted with Tyler Technologies, Inc. New World Public Safety (NWS) to purchase the NWS Public Safety Software with the understanding that the City would serve as the host agency, similar to the current RMS relationship between the City and Fountain. 

The CSPD and the EPSO have subsequently been working toward this goal for the past twenty-two months and are ready for the EPSO to go live in May on the CSPD RMS.  It has taken a great deal of time and effort to arrive at this point in light of the many differences in systems from one organization to another, but it is anticipated that the benefits will be significant.  A chart (IGA Attachment C) outlines the data sharing that will result from this enhanced partnership and demonstrates the increased capacity for the FPD, the EPSO, and the CSPD as a result of this regional effort. 

This IGA also outlines the governing body and related voting structure that will oversee the regional system going forward.  

 

  Financial Implications:

There are no current financial implications to the City as result of the IGA.  IGA Section 15 does outline potential future management of expenses that will be shared on a pro rata basis as outlined by the IGA by the CSPD, the EPSO, and the FPD.
