Summary:
The City of Colorado Springs and El Paso County have been in discussions on a consolidation of their respective Offices of Emergency Management to create a Regional office. Consideration has been given to the facility, organizational structure, finance, human resources and a number of other areas. It is proposed that the City enter into a three-year intergovernmental agreement with El Paso County to regionalize emergency management functions. At the conclusion of the three-year period, the staff will report back to City Council on metrics, survey data and other factors related to the success of the effort. The attached presentation gives further details on the process.
