A Resolution approving and authorizing the Mayor to execute and administer the Intergovernmental Agreement (IGA) between the City of Colorado Springs and the Colorado Department of Transportation (CDOT) and the Pikes Peak Rural Transportation Authority (PPRTA) for landscaping costs associated with the I-25/Cimarron Expressway Interchange Project.

Summary:
The attached resolution will authorize the Mayor to execute the attached IGA between the City of Colorado Springs, the Colorado Department of Transportation (CDOT) and the Pikes Peak Rural Transportation Authority (PPRTA). The IGA commits $750,000 from the City of Colorado Springs which was previously appropriated into a CIP project in 2018, and $750,000 from the PPRTA to pay for the landscaping of the completed I-25 and Cimarron Interchange.

Previous Council Action:
On June 27, 2017, City Council approved a resolution authorizing the Mayor to execute and administer an IGA between the City of Colorado Springs and CDOT.

On December 12, 2017, City Council approved the 2018 Budget per Ordinance No. 17-116, which included an appropriation of $750,000 into a CIP project for the City's commitment to fund the landscaping of the I-25 and Cimarron interchange.

Background:
As part of the conceptual and preliminary design process for the I-25 and Cimarron Interchange Project, CDOT organized a working group of stakeholders to develop a landscaping plan for the Cimarron Interchange. Since this interchange serves as a main access to downtown Colorado Springs, such stakeholder input was determined to be very important. The group, working with City Staff, CDOT Staff and the CDOT consultant, developed a plan to provide an appealing mix of sustainable landscaping within the interchange rights-of-way (ROW).
