Summary:
The attached Resolution authorizes the Mayor to execute and administer an Intergovernmental Agreement (IGA) between the City of Colorado Springs and the Colorado Department of Transportation (CDOT). The IGA is attached to the proposed Resolution as Exhibit A. A vicinity map showing the route location is attached as Exhibit B.

Background:
The City of Colorado Springs Public Works Department, Mountain Metro Transit Division, is proposing to relocate a portion of bus service along Route 6 from 4th Street to Fillmore Street. This change is expected to increase on-time performance for the route and increase ridership along a high employment corridor. Fillmore Street, however, requires significant improvements including sidewalk, curb ramps, curb/gutter, and bus stop facilities in order to make this a serviceable corridor. The Mountain Metro Transit (Route 6) Pedestrian and Transit Improvements Project ("Project") proposes to construct the improvements necessary to allow access along Fillmore Street to and from the transit facilities.
Financial Implications:
The City of Colorado Springs will provide a local match for the Project in the amount of $50,258.00. The source of funds is existing CIP budget for 2018 and 2019.
Board/Commission Recommendation:
The Route 6 routing modification was presented to the Citizens Transportation Advisory Board (CTAB) in December 2016 and again in April 2017 to brief them on the service change proposal and the outcomes of the public meeting process. The CTAB had no concerns. There is no Board or Commission recommendation specifically for the IGA.
