Summary:
The attached Resolution authorizes the Mayor to execute an Intergovernmental Agreement (IGA) between the City and the Colorado Department of Transportation (CDOT) (Exhibit A to the Resolution) for the construction of a water quality pond located at the northwest corner of Research Parkway and Powers Boulevard (map attached). The Fairfax Tributary Basin Permanent Water Quality Pond is an identified project in the agreement between the City of Colorado Springs and Pueblo County.

Background:
The project will provide a joint benefit to both CDOT and the City of Colorado Springs. The project is one of the capital projects that the City agreed to complete in the IGA with Pueblo County, and it is also needed for CDOT to upgrade the intersection at Research Parkway and Powers Boulevard.
The project will provide a full spectrum detention pond at the northwest corner of the Research Parkway and Powers Boulevard intersection. The pond will reduce peak flow rates and enhance the water quality to the downstream Fairfax channel.
The State of Colorado is providing this grant made up of $2,290,778 of federal funds, and $572,694 of state funding to pay for 100% of the construction costs. The State is administering this funding for the project so that the pond can also be utilized to provide the needed water quality for CDOT’s planned intersection upgrade.
This item supports the City’s strategic goals of investing in infrastructure, and also forming collaborative relationships.
