Title

A Resolution Approving the Intergovernmental Agreement for Fire Protection Services between the City of Colorado Springs and the Colorado Centre Metropolitan District

  Presenter:

Randy Royal, Fire Chief, Colorado Springs Fire Department

Body

  Summary:

This Intergovernmental Agreement (“Agreement”) continues the partnership between the City of Colorado Springs (City) and the Colorado Centre Metropolitan District (“District”) in cooperating on fire protection response matters.  Both parties deem it in their mutual interest to continue this collaboration and the District will provide partial funding and the use of their facility by the Colorado Springs Fire Department (CSFD), and the CSFD will provide the District with staffing, apparatus and emergency response coverage.

  Background:

The City has provided fire protection services for the citizens residing in the District since 1992.  Currently pursuant to the 2018 agreement.  This new Agreement will provide full coverage utilizing City resources to the District, while also providing the City with response coverage to the fast-growing southeast side of the City.  It also supports the City’s strategic goals relating to building community and collaborative relationships and excelling at City services by enhancing the CSFD’s response time and coverage abilities. The CSFD and the District have worked together with each organization’s respective counsel for approximately one year to develop this mutually beneficial Agreement.

  Previous Council Action:

Since 1992, the City has partnered with the District to provide fire protection services to the District service area pursuant to intergovernmental agreements, with the current agreement established on November 29, 2018.

  Financial Implications:

Pursuant to this Agreement, the District will provide a service fee of $500,000 yearly to help fund the City’s resource, and will lease the District’s fire station, at no cost, to be utilized by the City. The City and the District will jointly provide funding, at approximately $3 million, to remodel the existing station to meet the requirements of the CSFD.  The City will provide the remainder of the funding for the yearly operating costs, at around $800,000 per year. The new agreement will be of mutual benefit to both the District and the City, through improved resource capabilities, improved response times and increased area of coverage.

  Alternatives:

The Council could decline to participate in this Agreement, but this would impact the delivery of fire service for citizens in the District and would require the City to seek land, allocate funding for a new fire station and increase funding for staffing and equipment needs to properly serve this area.

Recommended Action

  Proposed Motion:

Motion to approve the Resolution authorizing the execution of the Intergovernmental Agreement for Fire Protection Services between the City of Colorado Springs and the Colorado Centre Metropolitan District.
