Summary:
To formally integrate and execute the City's Pikes Peak Rural Transportation Authority (PPRTA) capital projects included in the November 8, 2022, ballot, the City must execute the Third Amended and Restated Intergovernmental Agreement (Comprehensive IGA) between PPRTA and the City for Capital Projects, Maintenance Programs, and City-sponsored transit activities.

Background:
The purpose of this IGA is to formalize an agreement between the PPRTA and the City for the use of PPRTA funds on capital projects, maintenance programs, and City-sponsored transit activities. This agreement upholds the requirements of the original, establishing Intergovernmental Agreement, adopted following the PPRTA's creation by voters in 2004, as well as the five amendments that have been executed to date. As voters approved a second ten-year extension of the PPRTA in November 2022, which was set to expire on December 31, 2024, this proposed IGA will govern the extension period from January 1, 2025, to December 31, 2034.

At the July 10, 2024, PPRTA Board meeting, the PPRTA Attorney was directed to update the Comprehensive IGA between PPRTA and the City to include the capital projects authorized by a November 2022 ballot initiative which extended funding and included new projects. The PPRTA Attorney was also directed to update minor clerical issues. The PPRTA Board approved the Third Amended and Restated IGA at their September 11, 2024, meeting.
