The Colorado Springs Civil Service Commission has approved a change to the Civil Service Rule 5.4 - Reemployment List, to extend the duration of the reemployment list for the Colorado Springs Fire Department from 3 to 5 years. This change to the Civil Service Rules requires City Council approval by resolution.
Background:
At a Colorado Springs Civil Service Commission Meeting on March 7, 2023, the Colorado Springs Fire Department proposed a change of Civil Service Rule 5.4 to extend the duration of the reemployment list from 3 to 5 years. The Civil Service Commission voted unanimously (with one Commissioner absent) to approve the rule change. The Colorado Springs Fire Department has had success in reemploying CSFD sworn line personnel who have left the department and later returned. Reemployment saves the department in loss of production during training time as those reemployed are not required to attend a full academy but are assessed on a case-by-case basis and a custom plan is built to retrain as needed.
Previous Council Action:
City Council has approved changes to the Civil Service Commission Rules by Resolution in the past.
Financial Implications:
Savings come in the form of earlier readiness of reemployed staff and shorter training periods.

The Colorado Springs Civil Service Commission recommends approval of this change.
