Summary:
A public hearing notice is required pursuant to Colorado law when a municipality seeks to adopt any published compilation of rules, regulations, or standards. The 2021 International Fire Code is a nationally published compilation produced by the International Code Council.
Background:
The City currently operates under the 2015 International Fire Code (IFC), as amended. The Fire Department desires to adopt the 2021 IFC through a City Council approved ordinance. Pursuant to Colorado Revised Statute 31-16-203 a municipality seeking to adopt a published compilation of rules, regulations, or standards must publish notice of the public hearing at which the municipality's governing body will consider the adopting ordinance. The notice of the public hearing must be published twice in a newspaper of general circulation in the adopting municipality, once at least fifteen days preceding the hearing, and once at least eight days preceding the hearing. The Notice of Public Hearing informs the residents of Colorado Springs that a public hearing on the City's proposed adoption of the 2021 IFC will occur on March 28, 2023, at 10:00 a.m. or as soon thereafter as the City Council may hear the matter.

In May of 2018, the 2015 International Fire Code, as amended, was approved by City Council and adopted by the City.
