  Summary:

After a thorough review and stakeholder process, City Council has determined the Development Review Enterprise Customer Advisory Committee no longer serves a function as it relates to City Council.

 

  Background: 

City Council has established and appoints membership for over 20 Boards, Commissions, and Committees. A majority of these were created prior to the form of government change to a Strong Mayor in 2010.

As part of the 2020-2024 Strategic Plan, City Council has prioritized reviewing all City Council Appointed Boards, Commissions, and Committees to ensure they are serving City Council’s legislative role.  This review has included the transition of the Commission on Aging to Pike’s Peak Area Council of Governments, the dissolution of Food Policy Advisory Board with the creation of Sustainability Advisory Board, the dissolution of the Investment Advisory Committee, the transition of the Public Safety Sales Tax Oversight Committee to the Mayor, and the dissolution of the Human Relations Commission.

City Council proposes dissolving the Development Review Enterprise Customer Advisory Committee as a City Council Appointed Committee. The Committee no longer serves a direct purpose for City Council. All pertinent financial information comes to City Council through the Budget Committee and the annual Budget process. Fee recommendations from this Committee come to City Council very infrequently, with the last two times being in 2012 and 2019.  When these fee changes do come before City Council, there is an opportunity for input from citizens and the development community.

City Council created the Development Review Enterprise Customer Advisory Committee with the passage of Ordinance 00-201 on January 9, 2001 and further amended the legislation with Ordinance 11-19 on March 8, 2011

  Stakeholder Process:

Prior to making this recommendation, Council Staff conducted a thorough review and stakeholder process that included meeting with the Councilmember Liaisons, Director and Deputy Director of Planning and Community Development, and the Development Review Enterprise Manger. This proposal was also presented to the full Council for review and discussion prior to being brought forward for formal consideration.
