  Summary:

This update report will provide background on the City’s Community Planning Program, which is one of the major initiatives of PlanCOS, the City’s Comprehensive Plan. Also included will be updates specific to the two ongoing Community Plans (Southeast Strong and the Greater Westside Plan).  The MIG planning and design team will be introduced as the City’s on-call planning consultants, currently assisting with the Greater Westside planning process.

  Background: 

PlanCOS recommends a Neighborhood Planning Program as one of its six Key Initiatives, particularly aligned with its Vibrant Neighborhoods theme.  PlanCOS identifies approximately 76 neighborhood areas encompassing the entire City, consistent with its “Everyone in a Neighborhood” big idea. The expectation is that more neighborhoods will emerge and be identified, as undeveloped areas of the City (e.g., Banning Lewis Ranch) develop and mature, or if new areas are annexed. 

 

Subsequent to adoption of PlanCOS, city staff developed and recommended the concept of community plans areas which essentially break the city up into approximately 12 macro planning areas for which larger community plans will be developed, each incorporating neighborhood-specific planning recommendations. Each community plan area generally corresponds to about ½ of a City Council district. Priority for which plans to undertake first is established though a set of criteria, which focuses on the more mature areas of the City with planning and community development needs and issues.

 

The City initiated this program using existing staff resources in 2021, beginning with the 4A (Southeast Strong) planning area located along South Academy Boulevard.  In early 2022, MIG was engaged to begin work on the 3A planning area (Greater Westside).

  Previous Council Action:

City Council adopted PlanCOS as the City’s comprehensive plan in January of 2019. As part of a September 23, 2019, Work Session, Council was provided an initial overview of a plan for the program as recommended in PlanCOS. Some consultant services funding for the first phases has been included in subsequent Council-approved budgets.

N/A, although continuing progress on this program will require an ongoing commitment of staff and consultant funding resources.
