Summary:
Rock Creek Metropolitan District (RCMD) is requesting regional water service from Colorado Springs Utilities. Colorado Springs Utilities is seeking City Council approval of resolutions authorizing its Chief Executive Officer to execute a Regional Full Service Water Agreement with RCMD.
Background:
RCMD's service area is located south of the City.RCMD is requesting Regional Full Service water from Colorado Springs Utilities through a special contract with a twenty-five (25) year term to receive up to 244 acre-feet per year of water owned or controlled by Colorado Springs. Regional contracts for water service require prior approval from City Council as a condition of receiving service.

Financial Implications:
Based on 2022 Tariffs, Utilities would collect approximately $1.5 M per year at build out.
City Council Appointed Board/Commission/Committee Recommendation:
Utilities Board recommended bringing the proposed Regional Full Service Water Agreement to City Council for consideration.
Stakeholder Process:
RCMD's Board of Directors has approved the proposed Regional Full Service Water Agreement.
Alternatives:
Approve the resolution authorizing the Chief Executive Officer to execute the Regional Full Service Water Agreement; (2) not approve the resolution; (3) modify the resolution or the Agreement; or (4) refer the matter back to Colorado Springs Utilities for further consideration.
