Summary:
Stratmoor Hills Sanitation District (Stratmoor) is a Colorado statutory district that currently receives wastewater treatment service from Colorado Springs Utilities (Springs Utilities) under an agreement that expires on November 9, 2022. Utilities is requesting City Council approval of a resolution authorizing Utilities to execute a new Wastewater Service Agreement with Stratmoor.

Background:
Stratmoor's service area is adjacent to the City of Colorado Springs boundary and includes the South Academy Highlands development which was recently annexed into the City of Fountain. Springs Utilities has been accepting and treating Stratmoor's wastewater since 1960 and the contract under which it currently provides such service expires on November 9, 2022. Stratmoor's wastewater collection system delivers wastewater into Springs Utilities' wastewater system which is then treated at Springs Utilities' Las Vegas Street Resource Recovery Facility. Springs Utilities and Stramoor have negotiated a new Wastewater Service Agreement with a 10-year term, which is substantially similar to the current agreement. Stratmoor's Board of Directors has approved the proposed Wastewater Service Agreement.

Previous Council Action:
Council approved the current agreement with Stratmoor via Resolution No. 104-15 on October 25, 2015.

Financial Implications:
Gross revenues under the proposed Wastewater Service Agreement will be approximately $400,000 annually.
