Title

Ordinance No. 22-67 amending Ordinance No. 21-112 (2022 Appropriation Ordinance) for a supplemental appropriation to the Lodgers and Automobile Rental Tax (LART) Fund in the amount of $300,000 for the United States Olympic and Paralympic Museum (USOPM) 2022 Hall of Fame Festival event as recommended by the LART Citizen Advisory Committee

  Presenter:

Charae McDaniel, Chief Financial Officer
PK McPherson, Chair, LART Citizen Advisory Committee

Body

  Summary:

The LART Citizen Advisory Committee, at their meeting on September 8, 2022, recommended approval and funding for an additional 2022 award to the USOPM Hall of Fame Festival event. The attached ordinance is a supplemental appropriation to the LART Fund in the amount of $300,000, as recommended by the LART Citizen Advisory Committee.

  Background:

A number of events in the community have been designated by Council resolutions over the years as “City-sponsored events” and are supported in whole or in part by LART funds.  The remaining funds are allocated to projects and events in the community through an application process and extensive review by the LART Citizen Advisory Committee, which results in their recommendation to City Council for projects to include in the City’s annual budget.

The USOPM received an award of $20,000 in the original 2022 LART Fund budget.  However, during the Spring of 2022, the USOPM worked with the United States Olympic and Paralympic Committee to also host the Induction Ceremony.  This added element brought a greatly increased number of guests and visitors to Colorado Springs and expanded the scope of the Hall of Fame Festival event beyond what the original award was intended to cover.  Rather than a one-day event, the 2022 Festival was expanded to a three-day event, including a parade and a Colorado Springs Philharmonic concert. There were multiple opportunities to meet and interact with nearly 30 members of the Hall of Fame.

  Previous Council Action:

On September 27, 2021, City Council recommended LART expenditures to be included in the 2022 budget (Resolution No. 140-21).  On December 14, 2021, City Council approved the 2022 Budget per Ordinance No. 21-112, which included the appropriation of funds for the LART Fund.  On May 10, 2022, City Council approved a supplemental appropriation to the LART Fund of $3,485,333 for additional projects and events.

  Financial Implications:

The supplemental appropriation increases the 2022 LART Fund expenditure budget by $300,000 and does not affect the General Fund balance.  The source of these funds is the available fund balance in the LART fund, and the 2022 estimated revenue in excess of budget.

  City Council Appointed Board/Commission/Committee Recommendation:

The LART Citizen Advisory Committee has recommended an additional appropriation of $300,000 to fund the 2022 USOPM Hall of Fame Festival.

This request was discussed with the City Council Budget Committee on September 13, 2022.
