Summary:
Pursuant to City Code 1.5.105, City Council may authorize the Mayor to transfer funds from one appropriating department to another within the General Fund, by Resolution. The attached Resolution provides approval to transfer budget and expenditure appropriation authority within the General Fund, as follows:

*Transfer the 2022 General Fund budget in Forestry from Parks, Recreation and Cultural Services to Public Works which includes funding for all salaries, benefits and operating costs as part of the Keep It Clean COS initiative

*Transfer 6 months of General Fund budget for 1.00 Analyst II position in the Parks, Recreation and Cultural Services' Design and Development division to Planning and Community Development's Land Use Review division to consolidate development plan review functions

*Transfer 6 months of General Fund budget for 3.00 Engineering and Development Review positions in Public Works' City Engineering division to Planning and Community Development's Land Use Review division to consolidate development plan review functions

Background:
At the direction of the Mayor and Chief of Staff, an organizational efficiency review was completed by Human Resources with the help of Finance, City Attorney's Office and the departments involved. It has been determined that the City can perform operations more efficiently with these proposed changes.

The transfers within the General Fund are:
$564,490 of budget from Parks, Recreation and Cultural Services to Public Works to transfer the Forestry budget

$46,720 of budget from Parks, Recreation and Cultural Services to Planning and Community Development for 6 months of an Analyst II position
