The Law Enforcement Transparency and Accountability Commission (LETAC) recommends that City Council revise Ordinance No. 20-44 to change the name of the Commission to the Law Enforcement Transparency and Advisory Commission.

Ordinance 20-44 created the Law Enforcement Transparency and Accountability Commission in July 2020.

City Council Appointed Board/Commission/Committee Recommendation:
The Law Enforcement Transparency and Accountability unanimously recommended the change at their May 2, 2022 meeting proving the following rationale:

1. The Commission's mandate is to advise City Council. Created by City Council, LETAC is authorized to engage in activities as listed and described in Ordinance No. 20-44, Section 1, Sub-sections A-D. A mechanism for providing accountability for the Colorado Springs Police Department does not appear anywhere in the ordinance.
2. The Commission's primary method for advising City Council is through the submission of recommendations approved by vote of the Commission. These recommendations do not oblige the City Council, the Mayor's Office, or the Police Department to take action.
3. Accountability for policing rests with the Mayor. As the Ordinance states, the Colorado Springs Police Department is "subject to the supervision and oversight of the Mayor." Given the existing structure of Colorado Springs city government, the Commission is not authorized to provide accountability for the police department.
