Summary:
The attached ordinance is a supplemental appropriation to increase the 2022 budget and appropriate funds in the amount of $500,000 for the Pikes Peak-America's Mountain (PPAM) Enterprise Fund in order to fund contract extensions and shuttle operations related to the Summit Complex construction project.

Background:
Due to the COVID-19 pandemic, the increased cost of materials, and supply chain disruptions, the cost of the Summit Complex construction project is higher than anticipated and has taken longer to finish than initially anticipated. In addition, the shuttle service to the summit is necessary during the Summer of 2022 due to parking lot and road improvements that will occur during 2022.

The multi-year project to demolish the previous Summit House and construct the Summit Complex has resulted in a state of the art facility and tourist attraction that opened to the public in the Summer of 2021. The completion of such a project on a mountain that is over 14,000 feet high has its challenges, and the COVID-19 pandemic exacerbated those challenges. The pandemic caused delays. There have been supply chain issues and increased cost of materials. Because of these factors, the contracts with vendors have been extended and have associated cost increases.


Previous Council Action:
On December 14, 2021, City Council approved the 2022 Budget per Ordinance No. 21-112, which included the appropriation for the PPAM Enterprise Fund.
