Summary:
The attached fee resolution establishes updated Easement Vacation and Easement Encroachment application fees, effective January 1, 2022.

Background:
The fees for Easement Vacation and Easement Encroachment applications were last updated in 2006, with City Council Resolution 201-06. This Resolution also approved a Research Services fee.

The City's User Fee Policy recommends that City departments regularly review their respective fees to ensure the fees cover staff time and other overhead expenses necessary to provide a particular service - in this case processing of easement vacations and encroachment applications. Real Estate Services staff worked with the Finance Department staff to calculate the fee based on a standard methodology, which includes salaries and benefits, staff time to review the applications and other expenses.

Financial Implications:
The proposed Easement Vacation and Easement Encroachment application fees are increasing $60.00 per application, from $160.00 to $220.00. The Research Services fee will be removed.

Based on the average of 91 applications processed annually, the estimated annual revenue impact for the proposed increases to the Easement Vacation and Easement Encroachment application fees is approximately $5,460.

Board/Commission Recommendation:
The proposed fee changes were reviewed with the City Council Budget Committee at the September 14, 2021, meeting. The Budget Committee supports the proposed fee.

Stakeholder Process:
