Summary:
The attached Ordinance is a supplemental appropriation of revenue and expenditure as follows:
- Grant Fund: $109,025,439
- Airport Grant Fund: $8,022,990
- HOME Investment Partnership Program Grant Fund: $5,741,978
The expenditure appropriation is for response and recovery activities related to the coronavirus pandemic.
The source of funds for the Grant Fund consists of grant revenue from the U.S. Department of the Treasury (DoT) ($101,818,460), and the Federal Transit Administration (FTA) ($7,206,979).
The source of funds for the Airport Grant Fund consists of grant revenue from the Federal Aviation Administration (FAA) in the amount of $8,022,990.
The source of funds for the HOME Investment Partnership Program Grant Fund consists of grant revenue from Housing and Urban Development's (HUD) HOME Investment Partnership Program-ARPA, in the amount of $5,741,978.
Background:
On March 13, 2020, the President declared the ongoing Coronavirus Disease 2019 (COVID-19) pandemic of sufficient severity and magnitude to warrant an emergency declaration for all states, tribes, territories, and the District of Columbia pursuant to section 501 (b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the "Stafford Act").
