Summary:
The City, through the Colorado Springs Police Department (CSPD), and the Pikes Peak Community College (PPCC) desire to implement an Intergovernmental Agreement (IGA), with a 30 year initial term with two potential 20 year extensions, to govern CSPD's use of the PPCC's public safety training facility (Facility) for state mandated firearm trainings on the Facility weapon ranges. In addition, the IGA contemplates CSPD providing funding in conjunction with funding provided by PPCC to expand and improve the Facility to allow improved weapon range facilities and a classroom area that will enhance CSPD's ability to conduct firearm training as well as potentially other types of law enforcement training.
Background:
The Colorado Springs Police Department and Pikes Peak Community College have had a long-standing partnership at the PPCC Centennial Campus firearms range dating back to the mid-1990s. This partnership also included the El Paso County Sheriff's Office. Since that partnership between the three entities dissolved in 2018, CSPD has been seeking to secure a viable and permanent alternative training site for firearms training and certification for its police officers. Beginning in 2020, CSPD and PPCC have been engaged in numerous conversations about CSPD officers returning to the Centennial Campus firearms range, and both believe that once again combining resources would make sense and would allow both parties to access to state-of-the-art firearms range facility.
