A Resolution Confirming the Mayor’s Appointment of the Chief Information Officer

  Summary:

Pursuant to City Code § 1.2.304(B), subject to confirmation by the City Council, the Mayor shall appoint the Director of the department relating to information technology, a position currently titled the Chief Information Officer.

 

  Background: 

Colorado Springs’ Chief Information Officer Carl Nehls retired effective April 3, 2021. 
A nationwide search was conducted for Mr. Nehls’ replacement, and 140 candidates applied. The top 12 candidates participated in a video interview screening process by City departments heads, the chief information officers for Colorado Springs Utilities and El Paso County, and IT Paragon Consultant. Five candidates were interviewed by the Mayor’s selection panel.

Mary Weeks has been with the City of Colorado Springs Information Technology Department since 2013, most recently in the position of IT Business and Operations Manager. Prior to joining the City, Mary spent 24 years in Information Technology with HP and EDS in roles of senior program manager, team manager, project manager, business consultant, application developer and financial analyst.

Mary Weeks began her career with the City IT Department as the Applications Manager. She was then promoted to IT Relationship Manager, responsible for all communications to and interactions with the departments, including the project managers, business relationship managers, service desk, IT service management, and IT finance. In December 2019, Mary became the IT Business and Operations Manager and took on the additional responsibilities of the infrastructure operations group, including systems operations, network, and desktop support.

Mary has a Bachelor of Science degree in Business Administration with a concentration in Finance from the University of North Carolina at Chapel Hill and is ITIL® Foundation Certified.

  Previous Council Action:

There has been no prior City Council action on the proposed confirmation of Mary Weeks as the City’s Chief Information Officer.

 

  Financial Implications:

If confirmed as the Chief Information Officer, Mary Weeks’ initial salary will be set at $186,000 annually, together with applicable benefits.  Such salary is within the salary range for the Chief Information Officer established by City Ordinance No. 20-88, regarding the 2021 salary structure for civilian and sworn municipal employees. Ms. Weeks has served as Interim Chief Information Officer since April 4, 2021; thus, it is requested that if confirmed her salary as Chief Information Officer be retroactive to that date.

Pursuant to Rule 6-3 of the City of Colorado Springs Rules and Procedures of City Council, the recommendation of Mary Weeks as Chief Information Officer was made to City Council on April 13, 2021 accompanied by Ms. Weeks’ confirmation packet.

Do not approve the proposed resolution.
