Title

A resolution adopting and approving the Intergovernmental Agreement between the City of Colorado Springs and Teller County, Colorado for the Homeland Security Grant Program Urban Area Security Initiative

  Presenter:

Jim Reid, Director, Pikes Peak Regional Office of Emergency Management

Body

  Summary:

Pursuant to section 2003(b) of the Homeland Security Act of 2002 (codified as amended at 6 U.S.C. § 604(b)), eligible high-risk urban areas were determined based on an analysis of relative risk of the 100 most populous Metropolitan Statistical Areas (MSAs), as defined by the Office of Management and Budget (OMB). MSAs are used by FEMA to determine eligibility for participation in the program.  Colorado Springs has been identified as an eligible candidate of the Urban Area Security Initiative (“UASI”) in partnership with El Paso and Teller Counties.

  Background:

This UASI program was established to address the unique multi-disciplinary planning, operations, equipment, training and exercise needs of high threat, high density urban areas.  All applications must consider the following 4 National Priorities:
-Enhancing Cyber
-Increase Information and Intel Sharing
-Hardening soft targets and crowded spaces
-Emerging threats

This is the first time that City of Colorado Springs has been considered since the program’s inception in 2002.
