Summary:
The owners of an undeveloped property located outside-city limits submitted a formal request for City water and wastewater service to their property to serve a proposed single-family residence. City Code gives specific direction on administering requests for water and wastewater service outside the City limits.
Background:
The following property is requesting water and wastewater service located outside the city limits:

This property is located just South of US Highway 24 and west of the City of Colorado Springs Red Rock Canyon Open Space.
? The property is owned by David W. and Rachel E. Riotte Joint Living Trust
? The property is currently undeveloped, owners wish to construct a new single-family residence on the site.
? Many surrounding properties have acquired City water and/or wastewater service from previous City Council actions.
? Springs Utilities also provides electric and gas service to this area.
Staff reviewed this request and determined that there is sufficient water capacity and pressure and sufficient wastewater capacity to service the property. Water and wastewater mains exist in the area and no main extensions are required for service. The property owners will be responsible for all costs associated with the construction and installation of service connections required to enable water and wastewater service to their property.
The property owners will pay Water and Wastewater Development Charges and water and wastewater rates at the outside-city rates, which are 50% higher than inside-city rates.
