Summary:
The Intergovernmental Agreement between the City of Colorado Springs and El Paso County will provide for the continuation of mutual support for snow removal and snow and ice control on roadway segments throughout the City of Colorado Springs and El Paso County.

Background:
The City of Colorado Springs Operations and Maintenance Division of the Public Works Department, and the El Paso County Highway Division have collaborated for many years to provide snow and ice maintenance services on roadway segments that are jurisdictional to each entity. The exchange of services is typically limited to the street sections that pass through county enclaves or parallel the city limits for short distances. This partnership has allowed each agency to avoid sending crews or transport anti-icing materials long distances over the other entity's roadways, and has been very beneficial in terms of operational efficiencies and management of resources. The previous agreement for this exchange has expired and a new agreement is needed in order for the two entities to continue operating under the said premise.


Previous Council Action:
City Council has approved previous agreements since 1991.

Financial Implications:
There is no financial impact on the City, as snow and ice control services are included in the existing operating budget. The exchange allows for a more efficient use of the existing resources.

City Council Appointed Board/Commission/Committee Recommendation:
The agreement will be presented to the El Paso County Board of County Commissioners after approval from City Council.
