Summary:
The City of Colorado Springs contracts with the Humane Society of the Pikes Peak Region to provide animal law enforcement and sheltering services. This ordinance appropriates an additional $100,000 for the 2020 contract.

Background:
The City is required to provide animal law enforcement and sheltering per City Charter, Chapter 6, Articles 7 through 10. Per the Charter, the City may provide by contract with any public agency, private society or association which is interested in the humane care and treatment of animals, for the establishment, maintenance and operation of an animal shelter and for the enforcement of the provisions of the Charter Articles 7 through 10.

The City contracts with the Humane Society of the Pikes Peak Region (HSPPR) for animal law enforcement and sheltering services. The HSPPR also collects and retains revenue from licensing, impound and other associated fees to offset the cost of providing animal law enforcement and sheltering services within the City. The current contract began in 2017 and contained 4 additional option years. Per the contract, pricing for option years one (2018) and two (2019) will be increased by the current Denver Consumer Price Index or 2.5%, whichever is higher, not to exceed 5%.

Options years three (2020) and four (2021) may be exercised bilaterally by the City and the Contractor. The pricing for option years three and four will be increased by the current Denver Consumer Price Index or 2.5%, whichever is higher, not to exceed 5%.
