Summary:
The Colorado Springs/El Paso County Drainage Board, at their July 11, 2019 meeting, approved the use and implementation of the 2019 Cottonwood Creek Drainage Basin Planning Study (DBPS).
Background:
The last approved Cottonwood Creek DBPS was completed by Ayres Associates in 2000. In approximately 2007, the City started a renewed effort to revise the DBPS, but that effort stalled due to funding and program limitations. The City again restarted the effort to update the DBPS building from the 2007 work and culminating in the 2019 DBPS presented.
The 2019 DBPS does not recommend a change in the basin fee due to the Wolf Ranch section of the Basin previously being closed and very little developable land remaining outside Wolf Ranch. The 2019 DBPS covers both the Cottonwood Creek and South Pine Creek drainage basins. The South Pine Creek basin is fully developed. The 2019 DBPS has eliminated the “Prudent Line” method recommended in the previous 2000 DBPS.
Previous Council Action:
On July 11, 2000, City Council approved Resolution No. 104-00 amending the Cottonwood Creek DBPS to include the Prudent Line concept, eliminating the current detention pond fees and the interim drainage and bridge fees, and revising the 2000 Drainage and Bridge Fees.
Financial Implications:
The DBPS will not change drainage, bridge, or pond land fees. Additionally, the revenue and expenditures for drainage fees are tracked in a separate fund. There is no impact to the General Fund.
City Council Appointed Board/Commission/Committee Recommendation:
The Colorado Springs/El Paso County Drainage Board, at their July 11, 2019 meeting, approved the use and implementation of the 2019 Cottonwood Creek DBPS.
The City Council Budget Committee has reviewed this fee change at their meeting held on November 21, 2019.
Stakeholder Process:
There was no public comment on the item presented at the Drainage Board meeting.
Alternatives:
Maintain the 2000 Cottonwood Creek DBPS as the current study. This would result in the continuance of the Prudent Line method and would not reflect the Wolf Ranch basin closure.

A proposed motion would be to approve the resolution to approve the 2019 Cottonwood Creek Drainage Basin Planning Study for use within the City of Colorado Springs.
