A resolution authorizing the Mayor to execute a contract between the City of Colorado Springs and the Colorado Department of Transportation for maintaining traffic signals on state owned facilities

  Summary:

The City will maintain the traffic signals listed in Exhibit A (attached to the agreement). The maintenance of the traffic signals will include semiannual inspections, which will include, but not be limited to:

- Confirm that each signal lens is operating and visible
- Signal timing is operating as programmed
- Controller and cabinet are clean and in good repair
- Vehicle detection is operating properly
- All luminaries attached to the signal are operating
- Conflict monitor test

 

  Background: 

The annual contract to maintain Colorado Department of Transportation (CDOT) traffic signals has benefited the citizens of Colorado Springs since 2001. It allows City staff to address service calls, emergency after hour calls, and traffic signal timing changes regardless of ownership of the roadways. Although CDOT could respond to the City, the area that is covered by CDOT Region 2 is generally considered one quarter of the state. CDOT signal personnel are not within this specific region on a regular basis, but City Traffic signal technicians can respond to traffic signal issues within minutes. In addition, by maintaining the traffic signal timing of the intersections, city staff is able to incorporate highway signal timing and arterial timing to provide enhanced signal progression.

  Previous Council Action:

The original agreement for the maintenance of traffic signals on the state highway system within the City limits was approved by City Council Resolution 136-91 in August of 1991.  Thereafter, the on-going five-year agreements between the City and CDOT have been approved by Council Resolution. The current contract for years 2014-2019 was approved by City Council Resolution 104-14 on October 28, 2014.

 

  Financial Implications:

The Local Agency will provide maintenance services as described in the IGA, for a total annual maximum amount of $332,880.  The maximum contract total shall not exceed the cumulative five-year total of $1,664,400.
