Summary:
This resolution is a companion item required by the proposed City Code section 6.4.106. The resolution establishes and adopts a "Bear Management Area Map" that demonstrates the geographic area of the City that has experienced a high incidence of bears foraging for food in waste containers and other sources. More stringent requirements for waste disposal will be in effect within the area established by the Bear Management Area Map.
Previous Council Action:
City Council is considering code revisions to require enhanced restrictions for waste disposal within certain parts of the City with high incidences of bears foraging for food in waste containers and other sources.
Background:
Pursuant to the proposed City Code section 6.4.106, the City Council is required to adopt a Bear Management Area Map demonstrating the area of the City in which enhanced requirements for waste disposal will be effective. The area depicted on the map is generally west of I-25 and is the area of the City that has seen the most human versus bear interactions. Under the proposed ordinances, this map may be updated by the City Council from time to time and as the need arises. If adopted, the Bear Management Area Map will be effective upon the effective date of the companion ordinances, which is March 1, 2020.

Over the last year, City Neighborhood Services has met with a stakeholder group (the Colorado Springs Bear Smart Task Force) consisting of the Humane Society of the Pikes Peak Region, several businesses, and the Colorado Parks and Wildlife Department.
