Summary:
The attached resolution will authorize the Mayor to execute the attached IGA between the City of Colorado Springs, the Colorado Department of Transportation (CDOT) and the Pikes Peak Rural Transportation Authority (PPRTA). The IGA commits $750,000 from the City of Colorado Springs which was previously appropriated into a CIP project in 2018, and $750,000 from the PPRTA to pay for the landscaping of the completed I-25 and Cimarron Interchange.
Previous Council Action:
On June 27, 2017, City Council approved a resolution authorizing the Mayor to execute and administer an IGA between the City of Colorado Springs and CDOT.
On December 12, 2017, City Council approved the 2018 Budget per Ordinance No. 17-116, which included an appropriation of $750,000 into a CIP project for the City’s commitment to fund the landscaping of the I-25 and Cimarron interchange.
Background:
As part of the conceptual and preliminary design process for the I-25 and Cimarron Interchange Project, CDOT organized a working group of stakeholders to develop a landscaping plan for the Cimarron Interchange. Since this interchange serves as a main access to downtown Colorado Springs, such stakeholder input was determined to be very important. The group, working with City Staff, CDOT Staff and the CDOT consultant, developed a plan to provide an appealing mix of sustainable landscaping within the interchange rights-of-way (ROW).
When CDOT took the Cimarron Project to bid, funding for the project was not sufficient to cover the entire project. Additional funding was added to the project and the scope of services was reduced to bring the project within budget. One of the scope reductions considered was the landscaping. Without funding for the landscaping, CDOT planned to use rock, gravel and some native seed areas to cover the ROW. The full landscaping plan was added back to the project with the additional funding of $1.5 million.
Financial Implications:
Of the $1,500,000 required for this project per the IGA, $750,000 was appropriated into a CIP project in 2018 and is currently available. The remaining $750,000 will be funded by PPRTA. There is no additional impact to the City’s General Fund.
