  Summary:

Colorado Springs Utilities requests that City Council schedule a public hearing for April 9, 2019 at the regularly scheduled meeting of the City Council to consider changes to Colorado Springs Utilities’ Open Access Transmission Tariff, effective May 1, 2019.

 

  Previous Council Action: 

On July 10, 2018, City Council approved the most recent changes to Colorado Springs Utilities’ Open Access Transmission Tariff by Resolution No. 75-18.  This action approved corrections identified following City Council’s November 28, 2017 adoption of new Open Access Transmission Tariff City Council Volume No. 3 to replace the then current tariff by Resolution No. 133-17

 

  Background:

Colorado Springs Utilities is submitting a tariff revision that includes proposed changes to add provisions describing and pertaining to the Joint Dispatch Agreement to be effective May 1, 2019.  Colorado Springs Utilities has determined that it would be advantageous to join the Joint Dispatch Agreement.  The Joint Dispatch Agreement is a Colorado energy imbalance market that began on June 1, 2017 and currently includes Public Service Company of Colorado, Black Hills Colorado Electric, and Platte River Power Authority.  Colorado Springs Utilities anticipates financial savings from serving intra-hour energy imbalances at lower cost and from integrating our renewable energy portfolio more effectively.  In addition, Colorado Springs Utilities believes qualitative benefits exist in the form of a strategic seat at discussions on market development in the Rocky Mountain Region and the ability to obtain valuable experience operating in a regional energy landscape that comprises less thermal and more renewable resources.

In accordance with the City Code of the City of Colorado Springs § 12.1.108 and Part 4 of the Rules and Procedures of City Council, Colorado Springs Utilities is required to make a filing of this nature when proposing changes to terms of service set forth in its tariffs and request a hearing before City Council not less than thirty days from the date of filing.

Colorado Springs Utilities is complying with these City Code and Rules and Procedures of City Council requirements by requesting that this action be placed on the February 26, 2019, City Council meeting agenda, at which time a hearing date of April 9, 2019, will be requested.

The tariff filing, including the resolution and all supporting documentation, will be made on February 26, 2019.  Both physical and electronic copies of the entire filing will be available for public inspection in the City Clerk office.  Electronic copies will be provided to City Council members and a .pdf file version will also be placed on Colorado Springs Utilities website at www.csu.org.  Notice of the Public Hearing will be made by publication in The Gazette no less than 30 days before the public hearing.
