Summary:
Colorado Springs Utilities (Utilities) is proposing an administrative filing to correct an error in the Open Access Transmission Tariff (OATT) for a previously approved rate stated on Schedule 7 (Long-Term Firm and Short-Term Firm Point-to-Point Transmission Service) and on Schedule 8 (Non-Firm Point-to-Point Transmission Service), which rate had an effective date of January 1, 2019. These corrections have no adverse impact on affected customers who agree with the correction, and, therefore, the resolution can be filed without notice and public hearing in accordance with Colorado Springs City Code ? 12.1.108.
Previous Council Action:
On November 28, 2017, City Council approved the current effective OATT by Resolution
133-17, which included rates on Schedule 7 (First Revised Sheet No. 138) and Schedule 8 (First Revised Sheet No. 140) with an effective date of January 1, 2019.
Background:
The OATT sets forth terms and conditions for wholesale high voltage electric transmission service. City Council approved a two-year phase-in of rate increases in the OATT that resulted in: 1) original tariff sheet for year one rates effective January 1, 2018 and 2) first revised tariff sheet for year two rates effective January 1, 2019. Although all supporting documentation reflected the accurate year two rates, Schedule 7 (First Revised Sheet No. 138) and Schedule 8 (First Revised Sheet No. 140) inadvertently included a typographical error that reflect a charge of $0.014/kW of Reserved Capacity per day that should have been $0.14/kW of Reserved Capacity per day. Colorado Springs Utilities proposes correcting this rate on both sheets with no change to the January 1, 2019 effective date.
