Summary:
City Charter ? 4-40(f)(3) provides that the Mayor shall appoint the Chief Financial Officer to serve at the Mayor's pleasure, subject to confirmation by the concurring vote of a majority of the members of City Council. The duties of the Chief Financial Officer are outlined in City Code ?? 1.2.601 through 1.2.604.

Previous Council Action:
There has been no prior City Council action on the proposed confirmation of Charae McDaniel as Chief Financial Officer.

Background:
Colorado Springs Chief Financial Officer Kara Skinner resigned effective June 12, 2017. Charae McDaniel was selected to serve as the Chief Financial Officer following a nationwide search conducted by City Human Resources. One hundred and thirty candidates applied for the position. After screening by City Human Resources, three candidates were selected for formal interviews. They were interviewed by a panel which included Mayor John Suthers and City Councilmember Tom Strand.

Ms. McDaniel has over 22 years of tenure with the City of Colorado Springs' Budget Office and in her most recent position has served for nearly 5 years as the City's Budget Manager. She has been the Acting Budget Director since June 2017.

Ms. McDaniel holds an Economics degree from the University of Colorado and a Master's in Public Administration from East Carolina University.

Financial Implications:
If confirmed as Chief Financial Officer, Charae McDaniel's initial salary will be set at $160,000 annually. Such salary is within the salary range for Chief Financial Officer established by City Ordinance No. 16-112, regarding the 2017 salary structure for civilian and sworn municipal employees.
