Summary:
The Federal Transit Administration (FTA) requires the City of Colorado Springs, as a direct recipient of FTA funding, to have an up to date resolution authorizing City officials to file applications for FTA funding and to sign annual certifications and assurances for grants.

The proposed resolution will satisfy this FTA requirement.

Previous Council Action:
In 1996 City Council approved an authorizing resolution reflecting the Council-City Manager form of governance in place at that time.

Background:
As a direct recipient of Federal Transit Administration (FTA) funding assistance, the City of Colorado Springs dba Mountain Metropolitan Transit is required to designate which City officials have the authority to file applications for FTA funding and to sign annual certifications and assurances that Federal rules and regulations will be followed with the use of those grant funds.

The existing authorizing resolution is dated 1996 and refers to the City Manager, under the Council-Manager governance in place at that time. A revised, up to date authorizing resolution needs to be approved to reflect the current Council-Mayor form of government.

The proposed resolution acknowledges that the City Charter of the City of Colorado Springs authorizes the Mayor, or the Mayor's designee, to execute and file an application on behalf of the City for Federal funding assistance. The resolution further acknowledges that the City Charter authorizes the Mayor to designate the Public Works Director or a designee to execute and file the annual certifications and assurances and other documents the FTA requires before awarding a Federal assistance grant.

Financial Implications:
The City receives about $9 million annually in Federal funding assistance for transit activities.
