A resolution approving and authorizing the Mayor to execute and administer the Intergovernmental Agreement (IGA) with the Colorado Department of Transportation (CDOT) regarding funding for the 30th Street Corridor Improvements.

Summary:
The “30TH Street Corridor Development Project” will widen and rehabilitate 30th Street between Fontanero St. and Mesa Rd. The project will address pavement engineering, geometric layout, drainage improvements, intersection improvements and slope stabilization techniques. This widened corridor will improve safety for emergency vehicles and for those who choose to travel on bicycles. The total project cost is estimated to be $8,626,510, of which $7,141,888 of Federal grant funding has been authorized in the Pikes Peak Area Council of Governments (PPACG) five-year Transportation Improvement Program (TIP) during the years of 2019 and 2020. The grant requires a City match of $1,484,622 which has been included in the City’s five year Capital Improvement Program during the years previously noted. The totals included in the IGA for both Federal funds and local agency match vary slightly from the TIP and City five year CIP; it reflects $7,141,000 and $1,484,437 respectively. The IGA in question does not obligate funding to the project, nor does it authorize the City to begin construction. The IGA does however establish the relationship between CDOT and the City to begin project design. As a requirement of the grant, City Council must, by resolution, authorize the Mayor to execute the IGA. When the final project amount is determined once design has been completed, a modification to the IGA will be issued by CDOT, both modifying the budgeted funds based on actual project cost, and obligating both the Federal and local shares.

Background:
The proposed resolution is a required attachment to the CDOT IGA. Public Works requests that City Council authorize the Mayor to execute the IGA. The project supports the City’s strategic goal related to investing in infrastructure.
Financial Implications:
City matching funds of $1,484,622 are required upon obligation of grant funds, anticipated in 2019. Matching funds are allocated within the City’s five year Capital Improvement Program as follows: $496,081 in 2019 and $988,541 in 2020.
Board/Commission Recommendation:
Inclusion of the 30th Street Corridor Project in the PPACG Transportation Improvement Plan (TIP) was approved in previous years by the PPACG Board.
