Background:
The City of Colorado Springs is a US Department of Housing and Urban Development (HUD) entitlement community grantee and receives allocations of federal block grant funds under the Community Development Block Grant Program (CDBG), Home Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG). In order to involve local citizens in the planning and delivery of these programs, the City must have a Citizen Participation Plan. Any major revisions must be reviewed by the public, approved by the jurisdiction, and submitted to HUD with its annual Action Plan, which Council just approved this March.
The Community Development Division has had a Citizen Participation Plan in place for several years and was last revised (and approved by Council) in 2015. These most revisions added updated Fair Housing policies and procedures, methods for engaging those with limited English proficiency, updating the aforementioned Residential Anti-Displacement & Relocation Assistance Plan, and clarifying public notice requirements.
The Plan draft was presented to Council at the February 13 work session. Shortly after that, the Division received updated guidance from HUD on its Residential Anti-Displacement & Relocation Assistance Plan, so we had to start a new 30-day comment period for the public review of the update from March 1 to March 31. The Division held another public hearing on the revised plan on March 8. A summary of the comments received to date is attached.
