Summary:
The proposed resolution expresses City Council's support for the adoption of Issue 2, which would permit the retention of up to $6,000,000 (six million dollars) of excess revenue in the years 2017 and 2018 to be used solely for stormwater projects located within the City of Colorado Springs.

Previous Council Action:
On January 24, 2017, City Council voted to place Issue 2 on the April 4, 2017 municipal ballot.

Background:
City Council has determined that there is a need to fund stormwater projects required under federal law, the City's municipal separate stormwater system (MS4) discharge permit and/or that certain intergovernmental agreement dated April 27, 2016 between the City and the County of Pueblo, Colorado. Due to strong economic conditions, the estimated 2016 fiscal year revenues of the City exceed the 2016 fiscal year revenue and spending limitations of Article X, ? 20 of the Colorado Constitution and City Charter ? 7-90 and the 2017 fiscal year revenues are also anticipated to exceed the revenue and spending limitations. City Council voted to place Issue 2 on the municipal ballot for the general municipal election to be held on April 4, 2017. This proposed resolution expresses support for the adoption of Issue 2 by the voters in the municipal election.
