Summary:
The Lodgers and Automobile Rental Tax ("LART") Citizens Advisory Committee ("CAC") recommends the proposed resolution to clarify the process and criteria for awarding LART special revenue funds to certain "City-sponsored" events in the community, and to reaffirm the City's commitment to a specific list of events that provide "extraordinary economic and/or cultural benefit" to the community.

Previous Council Action:
The following City Council resolutions are to be rescinded and replaced by the proposed resolution: 68-05, 101-05, 131-05, 220-05, 249-05, 80-06, 81-06, 185-06, 74-07, 213-07, 214-07, 55-08, 61-08, 126-08, 147-09, 133-13

Background:
Between 2005 and 2013, City Council adopted a number of resolutions concerning the designation of City-sponsored events and which included various terms and definitions. Since City Council became the administering department for the LART special revenue fund in 2013, the LART CAC has expanded and refined the application and selection process, administration of funding to specific events, and the strategic approach to project awards. Over time, the LART CAC identified a need to consolidate, clarify and reaffirm the City's commitment for City-sponsored events, all of which are identified in the proposed resolution.

The LART CAC discussed the list of events included in the resolution at length and acknowledged that there are additional events in the community that are interested in a "City-sponsored" designation; however, their recommendation is to limit the list of events to those designated as City-sponsored under previous resolutions.
