Summary:
The attached fee resolution and schedule establishes the fees proposed to be charged in 2017 for the review of various types of land use applications (i.e. zone changes, development plans, subdivision plats, etc.) by the Land Use Review Division. The 2017 fee schedule reflects 70% cost recovery.

Previous Council Action:
The proposed fee resolution and schedule was presented at the City Council Work Session on January 9, 2017. Another briefing with additional information and options will be presented at the City Council Work Session on January 23, 2017. The current Land Use Review Division fee schedule was approved with the passage of Resolution 19-13 at the February 26, 2013 City Council meeting.

Background:
The proposed fee schedule will align with the City's Revenue Policy and User Fee Policy, ensuring that the Land Use Review division is collecting fees at an appropriate cost recovery level. The 2017 fee schedule reflects 70% cost recovery of all direct and indirect costs; whereas the current fee schedule reflects 38% cost recovery. Staff has reviewed selected fees of other comparable cities and the proposed fees for Colorado Springs are competitive. A comparison of the proposed fee schedule to the current and past fee schedules is attached. This item supports the City's strategic goal of excelling in City services by supporting the initiative relating to evaluating regulations, fees, and rules using best practices.

Financial Implications:
The proposed fee schedule will generate an estimated $728,000 in fee revenue.
