The proposed resolution adopts rules and procedures for the Public Art Commission of the Pikes Peak Region that are consistent with the rules and procedures of City Council.

  Previous Council Action: 

Resolution No. 229-82 created the Art Commission of the Pikes Peak Region.

Resolution No. 5-99 amended Resolution No. 229-82 to increase the membership of the Art Commission of the Pikes Peak Region to include more citizen-at-large representatives.

Ordinance No. 07-113 acknowledged the Art Commission of the Pikes Peak Region, formalized its role as an advisory commission to City Council and set forth the membership and quorum requirements.

Ordinance No. 09-94 amended Ordinance No. 07-113 to modify the makeup of the membership of the Art Commission of the Pikes Peak Region.

Ordinance No. 14-18 changed the name of the Commission to the Public Art Commission of the Pikes Peak Region (“PACPPR”).

 

  Background:

In 1982, the Public Art Commission of the Pikes Peak Region (“PACPPR”) was formed to serve as an advisory commission to the City Council in matters pertaining to public art. Over the years the purpose of the PACPPR has changed and become more defined. The current role of the PACPPR is to make recommendations related to the Outdoor Sculpture Collection of the Colorado Springs Pioneers Museum.

The PACPPR does not currently have any rules and procedures in place and would like to adopt rules and procedures for the conduct of its meetings. City Code section 1.2.903 provides that commissions may adopt rules and procedures consistent with City Council’s rules and procedures, provided such rules and procedures are approved by City Council.

During 2016, the PACPPR has been revitalized with new members and new leadership. The members have agreed that formal rules and procedures are necessary and would facilitate the long-term success of the PACPPR.

Briefly, the rules and procedures set forth the following:
- The purpose and powers of the PACPPR;
- Membership of the PACPPR;
- Election of officers and their duties;
- Meeting schedules and procedures;
- Voting and attendance requirements for members; and
- Applicability of the City’s Code of Ethics.

This item supports the City’s strategic goal relating to excelling at City services by providing a critical volunteer commission with an effective structure to guide its activities.  By supporting continuous improvement in the operations of its commissions, Council can fully leverage the expertise of dedicated citizen volunteers.
