Summary:
City Council adopts rules and procedures pursuant to Section 3-50 of the City Charter, which provides that the Council may amend its own rules.
Previous Council Action:
City Council adopted current rules and procedures by Resolution No. 42-13, effective April 16, 2013, and amended by Resolution No. 8-14, effective February 12, 2014.
Background:
The provisions contained in Sections 9.4 and 9.5 of City Council Rules and Procedures were adopted by City Council in 2013 (Resolution No. 42-13), and have not proven to be of general use to Councilmembers, nor are they considered by Councilmembers to be representative of best practices as it relates to responsible management of City Council’s allocated funding through the regular City budget process. In addition, there are some concerns relating to the practice of donating City funds from the Council General Fund budget to outside organizations or projects.
This item supports the City’s strategic goal relating to excelling at City services, by ensuring that Council operates in an effective and efficient manner, with good stewardship of City taxpayer resources.
Financial Implications:
There have not been donations or reallocations of unspent funds in recent budget years, and there are not anticipated to be any during budget year 2016.
