Summary:
The Citizens' Advisory Committee (Committee) for the Lodgers and Automobile Rental Tax (LART) fund was established by City Council by Ordinance 78-245 and is codified in City Code at section 2.9.110. The Committee acts in an advisory capacity to City Council in all matters concerning expenditures of revenues derived from the LART. The Committee does not currently have any rules and procedures in place and would like to adopt rules and procedures for the conduct of its meetings. City Code section 1.2.903 provides that committees may adopt rules and procedures consistent with City Council's rules and procedures, provided such rules and procedures are approved by City Council.

Background:
The Committee does not currently operate under rules and procedures. During 2015 and 2016, the Committee has refined its processes relating to evaluating and recommending to City Council expenditures from the LART fund for projects relating to tourism, and the members have agreed that formal rules and procedures are necessary and would facilitate the long-term success of the Committee.
Briefly, the rules and procedures set forth the following:
- The purpose and powers of the Committee;
- Membership of the Committee, pursuant to Council Resolution No. 106-01;
- Election of officers and their duties;
- Meeting schedules and procedures;
- Voting and attendance requirements for members; and
- Applicability of the City's Code of Ethics.
