Summary:
The Colorado Springs Office of Emergency Management (OEM) has updated the Hazard Mitigation Plan for the City of Colorado Springs. This plan is designed to develop and implement strategies to eliminate or reduce risks to people, property, and the environment due to natural and human-caused hazards. A Federal Emergency Management Agency (FEMA) approved Hazard Mitigation Plan is required for the City to be eligible for federal mitigation and/or recovery funds. FEMA requires that the Hazard Mitigation Plan be updated every five years. The 2016 Hazard Mitigation Plan is an update of the approved 2010 Pre-Disaster Mitigation Plan. Previous Council Action:
City Council approved the adoption of the 2005 Colorado Springs Pre-Disaster Mitigation Plan at the April 26, 2005 Formal Council Meeting. City Council approved the adoption of the 2010 Colorado Springs Pre-Disaster Mitigation Plan at the September 28, 2010 Formal Council Meeting.
Background:
The federal government requires state and local jurisdictions to have an approved hazard mitigation plan in order to be eligible to receive federal mitigation and/or disaster recovery funds. Federal requirements mandate that hazard mitigation plans be revised every five years. Because the plan was last approved in 2010, Colorado Springs OEM completed the required update and it now needs City Council approval of its adoption.
This item supports the City's strategic goal relating to Building Community and Collaborative Relationships. The 2016 Hazard Mitigation Plan maintains and enhances the City's ability to prepare for, respond to, recover from, and mitigate against major emergencies and disasters.
