Summary:
The attached resolution, for City Council consideration, names the water treatment facility that is being constructed as part of the Southern Delivery System the "Edward W. Bailey Water Treatment Plant." The plant, which began construction in 2013 and will be commissioned in early 2016, is an integral part of the Southern Delivery System.

Background:
Colorado Springs Utilities is constructing a 50 MGD (million gallon per day) water treatment facility located on a 124-acre site east of Colorado Springs, northeast of the Marksheffel Rd. and Highway 94 intersection. The plant will have an initial capacity of 50 MGD with expansion capability to 150 MGD.

Colorado Springs Utilities is recommending that the plant be named in honor of Edward W. Bailey, former Director of Water Resources for Colorado Springs Utilities.

Mr. Bailey began his career with the City of Colorado Springs in 1964 as the Assistant Director of the Water Utilities Department. In 1972, Mr. Bailey was promoted to Director of the Water Utilities Department. In 1994, water and wastewater were combined and Mr. Bailey was named the Director of Water Resources for Colorado Springs Utilities. He served in that capacity until 1998.

Under Mr. Bailey's leadership, Colorado Springs Utilities had several significant achievements toward securing a reliable long-term water supply for customers, including: 1) Completion of the Homestake Project; 2) Completion of Rampart Reservoir; 3) Completion of Pine Valley Water Treatment Plant; 4) Acquisition of the majority ownership of Twin Lakes Reservoir and Canal Company; 5) Completion of the Fountain Valley Water Treatment Plant; 6) Completion of Stanley Tunnel; and 7) Completion of McC...
