Summary:
City Council approval of the attached resolution is required to authorize the Mayor to execute a Memorandum of Agreement between the City and the Fountain Creek Watershed, Flood Control and Greenway District (the "District") to contribute a City share of matching grant funds for the preparation of a Monument Creek Watershed Restoration Master Plan.

A grant in the amount of $300,000.00 from the Colorado Department of Local Affairs ("DOLA") is being collectively matched by the City of Colorado Springs ($150,000.00), Colorado Springs Utilities ($50,000.00), El Paso County ($50,000.00), and the United States Air Force Academy ($50,000.00).

Previous Council Action:
On December 9, 2014, City Council approved Ordinance No: 14-101 (2015 Appropriation Ordinance). The City's $150,000.00 match commitment for this grant is appropriated in project account 202-3700-9370013.

Background:
The District, in partnership with the City of Colorado Springs, Colorado Springs Utilities, El Paso County, and the United States Air Force Academy submitted an application to the Colorado DOLA under the Community Development Block Grant-Disaster Recovery (CDBG-DR) Resilience Planning Grant Program. DOLA accepted applications from counties for watershed and stream master planning in watersheds affected by the September 2013 floods. The purpose of the master plan is to guide communities toward prioritization and implementation of stream rehabilitation and restoration projects that protect life and property from flood hazards.
