Summary:
The attached Intergovernmental Agreement (IGA) between the City of Colorado Springs and the Colorado Department of Transportation (CDOT) identifies the responsibilities of the the City and CDOT for the operations and maintenance of the Tejon Street and Woodmen Road Park-n-Ride facilities located along I-25. These Park-n-Ride facilities are owned by CDOT and will serve as boarding stops for the Bustang express bus service between Colorado Springs and Denver. The attached resolution approves the IGA.

Background:
The Tejon Street and Woodmen Road Park-n-Ride facilities located along I-25 are owned by CDOT and have been used by carpoolers and vanpoolers since they were constructed, and were used as boarding stops for the FrontRange Express (FREX) service when it operated from 2004 to 2012. While no formal agreements were in place between the City of Colorado Springs and CDOT in previous years, the City has been responsible for trash removal, day-to-day maintenance, parking stall re-striping, and utilities (electric and lighting). The FREX bus service to Denver was primarily funded by PPRTA Transit monies.

The Bustang bus service between Colorado Springs and Denver is funded and operated by CDOT. The start date for the service has not yet been announced, but is expected to begin in July, 2015. The proposed IGA will delineate and establish operating and maintenance responsibilities between the City and CDOT in advance of the Bustang Service.
