Summary:
A Drainage Basin Planning Study (DBPS) has been prepared for the Jimmy Camp Creek Drainage Basin. The recommended plan for storage of urbanized runoff for the Jimmy Camp Creek basin is to provide full spectrum detention (FSD) basins. A Floodplain preservation concept has been selected as the primary conveyance system for Jimmy Camp Creek and its major drainageways. The study establishes a Major Drainageway Unit Fee of $6,519/acre to cover the capital improvement costs associated with the stabilization of the major and minor drainageways. In addition, the study establishes a FSD Unit Storage Fee of $2,400/acre, which will go toward construction of FSD ponds.
On February 5, 2014, the City/County Drainage Board unanimously approved the study along with the associated fees.

Background:
The Jimmy Camp Creek Drainage Basin Planning Study was authorized by the City of Colorado Springs under the terms of agreement between the City and Kiowa Engineering Corporation. The watershed is generally bounded by Powers Boulevard to the west, Blaney Road to the east, Old Pueblo Road to the south, and Garrett Road to the north. The Jimmy Camp Creek watershed has a drainage area of 67.1 square miles. An Executive Summary is attached.
Per the Banning Lewis Ranch Annexation Agreement, the basin study must be approved by City Council prior to any platting.
