Summary:
The attached intergovernmental agreement (IGA) between the City of Colorado Springs (City) and the City of Manitou Springs (Manitou) will allow the City's Transit Services Division to provide the Manitou Shuttle service during the summer months of 2015 through 2020. The attached resolution approves and authorizes the Mayor to execute the IGA.
Previous Council Action:
On March 12, 2013, City Council approved the same service for 2013 and 2014.
Background:
In 2013 and 2014, the City of Manitou Springs received a federal Congestion Mitigation and Air Quality (CMAQ) grant to fund a summer shuttle bus program to reduce congestion and improve traffic flow in Manitou Springs. Manitou Springs requested that the Transit Services Division, as the regional transit provider, operate the service and agreed to transfer the federal CMAQ grant to the City and provide the required local match for the grant to fund the service.
With the success of this two-year demonstration project, Manitou Springs has decided to continue the summer shuttle program for the foreseeable future. The remaining CMAQ grant and the City of Manitou Springs will support bus operations and scheduled maintenance for this service. The summer shuttle bus service will be operated by the City of Colorado Springs' service contractor.
Financial Implications:
Operations of the summer shuttle service will be funded by the remaining CMAQ grant and the City of Manitou Springs; this IGA has no impact on the City's General Fund.
