A resolution authorizing the Mayor to execute two agreements to allow the Colorado Department of Transportation (CDOT) to move funding in the amount of $4,950,133 from the original CDOT contract to a new CDOT contract for the Woodmen Road Widening Project (I-25 to Powers Boulevard)

Summary:
CDOT and the Federal Highway Administration (FHWA) are requesting to move $4.9M of Woodmen Road Widening Project from the original contract to a new contract in order to meet CDOT's software requirements. Moving this funding does not add any new money to the project; however it does require City Council approval of the attached resolution authorizing the Mayor to execute and administer the following agreements with CDOT:
1. Amendment #8 to Original Contract CMS # 00 HA2 00017, Project # STU M240-046 (12717), attached as Exhibit A; and
2. New CDOT Contract (Routing #14 HA2 66003, Project # STU M240-148 (19450)), attached as Exhibit B
Amendment #8 removes $4,977,277 from the original contract and adds $4,950,133 to the new contract. The $27,144 difference between the two agreements is CDOT non-participating costs from the original contract, which is not included in the new contract.
Previous Council Action:
? Ordinance No. 00-24: On February 22, 2000, City Council approved funding in the amount of $1,788,134 ($312,816 Local, $1,475,318 Federal) for the widening of Woodmen Road from I-25 to Lexington.
? Ordinance No. 02-193: On November 12, 2002, City Council approved increased funding in the amount of $5,245,266 ($903,759 Local, $4,341,507 Federal) for the widening of Woodmen Road from I-25 to Powers Boulevard, bringing the total to $7,033,400.
