A Resolution establishing 2014 Drainage Basin Fees, Bridge Fees, and Detention Pond Facility and Land Fees

Summary:  Based on City Engineering's annual study of drainage facility construction cost trends, the City/County Drainage Board at their March 6, 2014 meeting approved City Engineering's recommendation of a 4.3% increase in drainage, bridge, and detention pond facility fees for 2014.  Detention pond land fees will remain unchanged at $76,602 per acre equal to the 2014 School/Park Land Dedication Fee.
All fee changes are reflected in Exhibit A to the attached Resolution.  Exhibit A is the fee schedule for 2014 Drainage, Bridge, and Detention Pond Fees.
Previous Council Action:   On January 25, 2011, the City Council approved Resolution No. 17-11 establishing the 2011 Drainage Basin Fees, Bridge Fees, and Detention Pond Facility and Land Fees.
Background:  City Engineering performed the annual study of drainage facility construction cost trends, see Attachment 1.  Attachment 1 is the staff report for item #3 on the March 6, 2014 Drainage Board agenda.  The study evaluated data from Colorado Department of Transportation, Engineering News Record, and local cost indices.  Staff recommended a 4.3% increase in the 2014 drainage, bridge and detention pond fees.  
Financial Implications:  Drainage, bridge and detention pond fees are paid by developers and are used to reimburse other developers who construct drainage improvements that cost more than their fee obligation.  It is important to keep these fees current with construction and material cost inflation rates to minimize the disparity between facility reimbursement cost and revenues collected to refund these costs.  There are no City budge impacts.
Board/Commission Recommendation:  On March 6, 2014 the City/County Drainage Board approved item #3, increasing the 2014 drainage, bridge, and pond facility fee schedule by 4.3% over the current fee schedule, with no change to the 2014 pond land fee.

Stakeholder process: There was no  public comment at the City/County Drainage Board meeting. The Housing and Building Association of Colorado Springs contacted Dave Lethbridge, Interim Public Works Director via E-mail to support staff's recommendation to the Drainage Board for a fee increase in 2014.
 
Alternative:  City Council could leave the Drainage Fee schedule unchanged for 2014, or approve Drainage Board's recommended 4.3% increase.
 
Recommendation:
Recommended Action
Approve the attached resolution establishing drainage basin fees, bridge fees, and detention pond facility/land fees for 2014 as shown in Exhibit A attached thereto.
 
Proposed Motion: Move for approval of the attached resolution, establishing the 2014 drainage basin fees, bridge fees, and detention pond facility and land fees effective upon City Council approval.
